Honda HRX slow

I recently purchased a Honda hrx 537 but have noticed recently that the speed has slowed down. Top speed is ok not a quick as it first was and anything lower than top speed you practically have to push it.

New lawn water logged

I have a lawn that was laid 3 weeks ago that is completely waterlogged.

Stepping on the lawn will sink 50-80mm.
