Scarifying - tines or blades

Hoping for a bit of advice regarding the above - is there a rule of thumb around which is better in different circumstances? I have a couple of lawns with a very heavy thatch build up and wondered which is going to be best to tackle it

Charging for lawns

As the great weather hits the north east people are looking for there gardens tidied ..unfortunately the dole patrol are out in force.

For lawn cuts £20 (thats for front and back) for an average sized lawn and £30 if its large.
