Maybe if you spoke to these people about labels they would be able to advise on suitable printers https://www.dura-id.com/industries/horticultural-labels/
Try this link, I think this is as small scale as you can get.

Hi Ben, You will find most label systems are geared towards large nurseries, where they provide label with the plug or plant to 'grow on' or sell. The main supplier of the plastic hort labels is 'up here' in Kirkbymoorside
Other options are loop & lock best for shrubs & trees, stick to the pot types, or plastic sticks in the pots. All types have problems if you're not constantly shifting / selling the plants, thanks to wind, UV degradation and birds.
The best option I've found, for our minimal needs & budget, is a Brother P-touch printer eg D600VP, which is versatile, uses 12,18&24mm tape, various colours. I found I can get two lines of Text on 12mm tape. This can be fixed to 150mmx12mm plant stick and / or the plant pot. This clearly labels the plant. The PZe tape last well outdoors.
If you're wanting to provide more info, the best option we have observed, is a colour laminated pic of the flower & label text affixed to an angled tall stick in label.

what about thermal label printers with a waterproof lable roll ?
https://www.onlinelabels.com/weatherproof-direct-thermal-roll-label...
used with a citizen thermal lable printer will do the job
use a program like bartender if the printer has not got anything with it to create your own templates which you can then amend as needed.
once set up the thermal printer can run a roll of 400 lables off in about 15 20 min without stopping and then do another 400 again if needed or you can print whats needed for the pots you have and then change to another plant type and run them off from same roll mixing and matching as you go
zero ink and as long as the lable is waterproof it will last fine on pot sides etc
