I believe that would be down the power head clutch dragging and not disengaging at tickover.
It may be have 'debris' in it (unlikely) or it could have overheated/expanded and hence drag.
Seperately (but not related), make sure you top up the gearbox on the attachment with the right grease. Stops this overheating as well...

It might also be worthwhile squirting some wd40 into the clutch housing after the machine has been used in the wet so as to prevent rust build up.

The clutch is in the power head and as it happens on all attachments, it is likely to be this.
If the tickover speed is correct, cable adjustment. fuel mixture etc is not the issue. It's simply that the drive does not disengage at the right speed.
If the tickover speed is set too high then the clutch will not disengage and you need to investigate whether it's simply a speed adjustment or cable adjustment ot fuel mixture screw (unlikely if its been ok previously)
This mention of gearbox grease was just a FYI..
