That looks like it might be adult Vine Weevil which is snacking!
I've had metres and metres of hedging in a private estate riddled with suspected viburnum beetles. I had only seen 1 twice before but last week I must have had atleast 2 dozen I could have picked off as adults, the larvae feasting all year. I read up and see it is now becoming more of a problem on the tinus and opulus varieties, though they have also eaten the bay leaves.
Agree on vine weevil. Get some nematodes watered in asap to deal with the larvae which will destroy the shrubs before you can do anything about it
