Should there be a ban on nitrogen and phosphate products in the UK?

It's sometimes difficult to follow legislative issues in the United Sates because each state (or counties within the state) is at liberty to create and implement their own laws. However, I thought it worth drawing attention to this post by Dave Heegard of Lebanon Turf. Heegard is wading in to an ongoing debate about the banning, by New York lawmakers, of the sale and application of phosphate fertilisers due to its environmental impact - phosphates (and nitrogen) can leach or run off into and contaminate subterranean water supplies, lakes and rivers. Pinellas County, Florida, has already banned the sale and use of nitrogen and phosphate in June and September (or during periods of excessive flooding). In the United Kingdom, sewerage treatment accounts for 63% of phosphate and 35% of nitrates leaching into our water sources - source: Environment Agency. Putting aside the 'emotion' as Heegard insists is vital, should turf product manufacturers, suppliers and practitioners be consider at least an moratorium until we understand more about this issue?
