It's a legal requirement for you to supply all PPE required for employees and even if using subbies you need to make sure that they have the appropriate PPE. You also need to make sure they know how to use the supplied PPE.

As Dave says, any rsisk assessment that identifies PPE is required the employer needs to supply or allow employee to buy & expense back ( not a preferred method as you have no control over it )
Important to note HSE just updated PPE rules/laws last week at gov.uk

I do it for the simple reason that if I need someone to wear something I don't want them to skimp on the cost....and therefore the quality

Supply them with PPE , train them how to use it , and have them sign off, to show that they have been given it and trained .. and store safely for the future ..that bits very important.
Otherwise you leave yourself open to a case against you , probably 10/20/30 years down the line for example . .ex employee suffers hearing loss when he's older , some bright spark then asks him . "Didn't you used to work as a gardener , mowing all day "
Next thing is your getting a letter from a greedy solicitor!!!
