Yes, what many people on Flickr do is assign Creative Commons to their images, there are various types more here: http://creativecommons.org/
Each photo will have a Creative Commons type applied to it, you can read it from the 'more info' link on the code provided.
Of course there is nothing stopping you contacting the photographer directly through Flickr explaining how you'd like to use their image.
Very often you may also get a mention back on their own website or Flickr page about how you've used it.
But if they ask for money because they see you as a commercial operation, then you could offer a payment or move on to another photographer's selection.
