I suspect this could turn out to be illegal in the UK (surprised it's legal in America). Other thing is that although some customers might be chivvied up into paying up etc, it's possible that others would be put off using a contractor if there's any danger of ending up on this website...
perhaps a closed site only open to registered members would work - would prevent it becoming a snoopers place for people - only only serve the useful purpose of allowing contractors to avoid known bad paying customers.
On a local level if I have had a bad experience with a customer or know one who is a bit dodgy I usually warn people in the same line of work as me locally to use caution, they normally reciprocate.
I'd never consider putting someone's name and address on the web for being a 'bad client'. It's entirely unprofessional, breaches confidentiality and is no way to behave.
It's a bit like the reviews that show on lead generator type websites - who is to say what is written is correct? Having to defend yourself personally or as a business in public is not a good thing. Nor is it a good thing to potentially be able to launch a verbal assault on an individual or business. With all the options to link to various social networks and across the whole of the internet – potentially it makes it a very vulnerable situation both personally and professionally. There are processes in place to cater for this sort of thing. They may not be perfect, they may not always work but they are more professional than a potential slanging match for all to see!
