Getting rid of foxes in a small garden

Client has a couple of foxes who have moved into her garden and have made a hell of a mess. She would like these to be moved. I did suggest that the most effective method would be a 12 bore shot gun but she would prefer a more kinder approach.She doesn't leave any food out etc. other than a bird bath which they seem to like drinking from - and yes I have thought about adding something to the watrer :-)Of course of they have cubs any relocation plans will be put on hold.Local authorities do not trap or destroy foxes so any suggestions would be appreciated.
