you my find its time to change the drive belt or wheel bearings, both are cheep enugh.
let me know what mower you have and i will post up some part numbers for belt / bearings

I have a pair of 46s one honda and one briggs which do the same, and as you say, are most noticeable in the cold weather. Also if you are pushing along slabbed areas and within walled surroundings then things can sound rather threatening.
I tend to slip on a pair of ear defenders while leaving the van anyway so i don't usually notice.

If as you state it is noisy when engine is not running, and you report no drive issues then I would not change the drive belt. The wheels and pinions behind them need lubrication. I would remove both back wheels, and drive pinions. Clean them, and then lubricate thoroughly with light oil (3 in 1) and reassemble. As a rule it pays to do this at least once a season, and will make the machine very much quieter to push along. It will also help prevent the wheels locking when turning around at the end of runs.
