What's wrong?

This dead patch of lawn just wont reseed, the dead area seems to be getting larger (since Feb) not smaller.

Any ideas as to what may be wrong. The seed is ok, I've used premium lawn soil/compost. The client has watered the life out of it.

Scarify before spray?

I'm going to be applying a selectivie - most likely Mogul - to a clients lawn soon, as well as scarifying, before reseeding (once interval between spray and seeding is up). Should I apply the selective before scarifying or after?
