Unsafe staircase

Hi not sure how to add a photo of this question from my iPad, ??? So I will try and explain we maintain a block of flats close to the sea, it has 2 levels quite a drop to the lower level where we strim and leave clippings brash etc, we access these via some steps which have moved a bit, the land which we strim below and we maintain a bank near the steps is also moving slowly, and there has been slippage nearby. This land hasn't slipped fully, but you never know.The residents after us telling them the steps have moved a bit have put a sign on the top, stating DANGER UNSAFE STAIRCASE USE AT YOUR OWN RISK Just wondering how we should approach this, should we refuse to strim the bottom level ??? Also if so we would have to find another place for clippings on top level , which wouldn't be a problem.I don't want to lose the contract, but wonder where I stand, there is also other sub contractors we use working on the site, should it be my responsibility to stop them using the steps.Any advice would be appreciated if I could post a pic from my iPad would make the question easier to understand thanks for any help

    You can't post pics from iOS :(
    I would not be working on the lower level though and whoever you contract to should be told of this problem and either rectify it or make the area out of bounds!! It's not worth the risk in my opinion it could just disappear down the slope one day!
