Hi Lisa I would think you are right in most cases developers look at gardens as an extra cost which is not wanted. In their minds this space is better covered with bricks and mortar. Interior decorating gets short shrift also, just a quick once over in a new build, enough to get it sold.
I have done subbying for play park builders. They might suit your commercial needs a bit??
Developers use designers where we are, we work with designers on lots of new build flats all sorts of developments.

Most new builds round here is a 6 foot fence all around and then just grass. The larger houses might have a shrub (usually a buddleja) in the middle of the lawn and a border around one seemingly random side.
