Most companies will be happy with a 'one off' price to get the site in shape. They will then want an annual cost, from which(hopefully)they will award a 3 year contract.
You already have an idea of the time it will take to get the borders in shape, so the 'one-off' is relatively easy. Mulching will depend on whether the customer will pay for it. If not, then a whizz round with a hoe every couple of weeks usually does the trick. You will need to factor in a 'winter prune up' and obviously hedge trimming if any. I always recommend a meeting with the proposed client to get a feel of what the want and expect. Sometimes, their expectations and budget are woefully low. Others are fed up with paying out good money and not getting good service and will bite your hand off. You will be able to guage this at the meeting. They may even give you the number of visits they expect.
