sounds a bloody caper mate,can it be jet washed of ? or oxhalic acid may work mate
Being sandstone which is porous, I wouldn't recommend a liquid treatment as this could stain,making things worse.
A customer of ours used a sandblasting company to clean a large spill of paint on old York paving. To get to the smaller areas they used a dremmal to get the rest up.
Not sure if this would help on your paving but it came up like new on the York.
I'll use the offcuts and set about different trials until the matter is resolved, the time scale will be noted and forwarded in my invoice, I'll also make an adjustment within my contracts covering such occurrences for the future.
