How long has the site been up? Twenty a month would seem a fair return and how many of those have turned into customers? How many new customers can you handle - how many enquiries can you go and see(or want to see) a week?
Also, it's not exactly been 'gardening weather' for the past 6 weeks either.
To be blunt....(clears throat)....I'd make sure spelling and grammatical matters are spot on. That's where bounce rates immediately hit your site and the browser/human being (lol) fails to explore further pages.

In the meantime Ben, you and I also need to populate all of those spare pages we've got tucked away that currently don't have any 'filing'. I see a task for a couple of 'down-days' this winter......if the current workload dies down of course!

Which pages are your prospects landing on, where have they come from and what were they looking for? When l open the home page l am presented with a massive banner name stating grounds maintenance, a quick scan to the left l see lawn maintenance and grounds maintenance to the right grounds maintenance. You have less than 4 seconds to make an impression before the visitor bounces. If that prospect was searching for landscaping, garden design or tree services they will bounce as all they see is ground maintenance...
The area at the top of the screen before scrolling is prime real estate for your website, try reformatting the company name - make is a lot smaller and get your key services up there, with a testimonial and guarantees. They are more important than the name of the company.
I also found the grass graphic border and title very intense. Suggest remove the grass graphic for a simple white border and standard text for title.
You have customer testimonials and guarantees displayed clearly - which is positive.
You need to test and track changes - maybe running multiple style pages simultaneously to gauge reaction.
Are you using Google Analytics? if so, have a look at what your prospect is searching for and what key word it is being matched to. You may find some are searching for gravel and because you have mentioned/tagged gravel your being picked up. I get a lot of visitors looking for van sign writing services because l wrote a blog news item about getting my van sign written - bizaar but that is the power of a blog title!
If your 20 calls are good quality leads then it working and maybe with some simple changes you could improve this conversion. Test and track every change and how it impacts your results.

Hi Colin the site has been up for 12 months, about 3 in 5 are real enquiries the rest are just after ideas and prices. In summer I usually see about 2-3 quotes a night, now if i'm lucky about 1 every day or so, again time of year i understand.

Hi Craig I build a new page every 2 weeks or so, being my new gutter cleaning page and artificial grass page, I then place a link in several places on the internet, wait a week or so and the page should be number 1 then the calls come in, I try to keep my site fresh and new all the time. The home page has been well over due for a major overhaul but i'm having technical issues installing a photo carousel on the main page so i can change the design, to include pictures combined with wording.

One suggestion, why not try putting your insurance documents at the top of your homepage, have a link that shows your viewers that you are fully insured. I would really shout about the fact that you are covered and see if this helps :)
