i would say 99 % of fence repairs that i do the post has rotted off at ground level so that tool would be no good

They are rarely as bad as as they first seem - we also a 6ft levering crow bar, dont know were we got it from, but it has been an invaluable tool over the years.

Wherever possible, and I know it's not always possible, I stagger the new posts to miss the old post. That way you only have to dig out out the posts each end.

Just done a load of fence recently. We've got a couple of 5-6ft wrecking bars (chisel at one end and a point at other) from Wickes last year ~£17 each.
I find that I can 'spear' the post on the ground using the bar, place a piece of 3*3 or old sleeper under it and use a fulcrum. More often than not, brings out post and concrete foot, If not, a bit of 'exercise' with the bar loosens it enough.
We had a lever post puller, but found we could exert more force than it could handle and ends up bending....
