I have this occasionally on a rover I have with the same engine.
Its probably twice a year and takes 15 mins to sort out but its annoying. I have now started straining fuel at the pump but also considered an inline fuel filter as you said.
Dirt won't get into the float bowl from the air filter. Crud is almost certainly coming from the fuel.
Instlal an in-line fuel filter between the tank and the carb - 10 min job and takes 3 mins to change... buy a pack of 10 from ebay for a few quid... It 100% stops crap getting to the carb, and if it blocks it takes 30 seconds to change on the fly.
Not sure about 100% but deffo the way forward with this problem.
Also clean out the fuel cans, be sure crap isn't around the neck of the fuel can and make sure people arn't using blowers right near when you are refueling.

The in line filter will stop bits of detrius getting through, but It wont stop varnishing in the carb - deposits left by the petrol.
Sometimes if the mower has had a rough journey in the van, its not unknown for engine oil to work its way back into the carb aswell - had this on an B&S Intek engine before - that took ages to clean out.
If you say tiped the mower on its side to clean out a blockage or remove the blade, this could easily of happened.
Remember always drain the oil before tipping the mower about!
I can say from experiance this engine will always clog with dirt in the carbi have the same engine in my mounfield mower i have installed a large steel mech filter this did not work so i installed a large car paper filter instead this has improved but it still blocks every so often
It stalled today because the fuel tap was still off, and that was it! Would start, grumble and cut out. Removed float bowl, a bit of dirt but not much, was ok once re-assembled....until
I got to my next customer and it decided to die half way through the lawn. Repeated bowl cleaning and fine.....until
Quarter way through next customers lawn. Wouldn't run after bowl clean, had to spray wd40 into carb (it was all I had, I'd left the carb cleaner at home DOH!)
Was fine then, and at the next customer. Inline filters ordered...watch this space : (
my hrc216 never suffers with this. briggs have always seemed a bit weedy to me! simple solution to this problem on the briggs is to take the pull cord off the stay and spin it that little bit further and create a bit more of a suck to pull the blockage through...works for me anyway : )
