Kerry. Not an ideal scenario! When you say sub base do you mean hardcore? If so what type of hardcore is it a mix general rubble IE broken bricks, lumps of concrete and general building waste? Or limestone chatter?
Assuming the sub base is a mix of general hardcore , how mobile is it ? If there are big lumps these will need to be broken up to at least to the degree you can walk over it comfortably. The next issue is drainage , why is the hardcore there ? And what is underneath it? This needs investigating as drainage of the new lawn needs consideration , it is important to explain this to the client because it will be you they come back to if the lawn sinks or is water logged. As to soil depth 12 inches of good quality soil possibly mixed with sharp sand depending on factors previously mentioned, be careful what you buy a lot of this so called screened top soil is nothing more than brown field waste that has gone through a screen and has little nutrient value and is often contaminated. Mind how you go!

Kerry, just remembered we turfed over a substantial roadway on a long standing commercial clients grounds that was type 1. We did put 200 tonnes of soil on top and turfed. We still maintain the site and it has been fine
I used to do new housing estate gardens... we got a mini digger in and removed everything down to about 150 - 200mm then put in decent soil... sometimes in that process you find a massive block of builders waste that needs to come out too. You then have a base to build a great garden/lawn going forward. Those houses that skimpted on this stage ended up with very 2nd rate lawns and beds
