Rob, I think you may be confusing terms, there is no such direct thing as a "Certificate of Substances Hazardous to Health"
COSHH refers to Control of Substances Hazardous to Health and is part of a code of practice that you gain while undertaking COPR (Control of Pesticides Regulations ) Training, ie PA1/PA6. See HSE website
If you gain the PA certification, you are assumed to have sufficient knowledge/skills etc to be able to "COSHH". This is all wrapped up in the Risk Assessment, control measures you must undertake when using, storing etc Pesticides.
You may often be asked to provide 'COSHH' and in my experience that relates to providing a 'package' of relevant information showing you have done due diligence in selecting, storing, using etc anything covered by COPR.
At least that is how I have always understood....

I did my PA1 and PA6 at Agri college but that was 6 years ago. Guess it's expired.
