I've seen the shrub fork before I believe Alan Titchmarsh use to to endorse them. I think the ideas a bit silly just don't put the prongs in as deep or alternatively cut the prongs down with a grinder and re-sharpen. You could put a longer handle on to compensate for the loss in length. I sometimes use the long handle weeding little fork for awkward bits.
Bulldog do do a border fork. They also do a divot fork which has a long straight handle with small head, we have one of these and is ideal for lightly cultivating between plants. Also got the border fork if you want to get a bit deeper or for harder ground. We're big fans of Bulldog tools nice to use and top quality.
As in other situations, you do't have to use the whole length all the time.
