use granular fert and you could use a hood on the sprayer for the herbicide sometimes early morning is usually a lot calmer for the wind
The granular I use aren't a problem unless it's really badly windy, some of the cheaper fertilisers might be a problem if they are dusty.
Most of my lawns are spot treated for weeds unless they are a new client, in which case you need to leave until suitable conditions.
The real problem is the forecast in general...
Haven't really got any impossibly windy sites. For herbicides you could use one that is suitable for a very heavy droplet nozzle / high water dose to mitigate drift. As David says, early morning is also generally calmer.
If extremely windy I lay off the beans the night before! :) For liquids try adding Companion Gold on the other hand never really been and issue with granular.
