Expressions of Interest - Landscape Contractors

Rother District Council has developed an exciting and ambitious scheme to improve and transform the West Promenade at Bexhill Seafront.

The project forms the first phase of a programme to improve the West Promenade, Marina Court Avenue, Colonnade and Rowing Club. Works will include implementation of high quality paving, planting, lighting and street furniture to Bexhill's West Promenade.

Expressions of interest are sought from Landscape Contractors with previous experience of high quality external landscaping works. The project has already obtained CABE Sea Change funding and must commence on site in the Spring of 2010.

Interested parties who are able to meet Rother District Council financial and technical evaluation criteria will be considered at the tender evaluation stage. Contractors are encouraged to carefully consider the criteria before expressing interest in this tender opportunity.

Financial Criteria

This will be based on the following:

* Minimum 3 years track record of being profitable (as demonstrated by auditable accounts).
* Minimum company turnover of £5 million per annum.
* A review of the Balance Sheet including the degree of exposure to external debt.

Award Criteria:

(subject to the commercial viability of the company and its preferred sub-contractors being in accordance with Rother District Councils Financial Criteria (referred to above)).

The most economically advantageous tender in terms of the criteria stated below :-

* Experience of between five and ten landscape projects with a minimum value of £1million. (weighting 15%)

* Experience of between five and ten projects of hard and soft landscaping of similar scope (type of works and landscape environment) (20%)

* Economically advantageous (60%)

* Experience of co-ordinating and managing sub-contractors. (5%)

It is anticipated that the tender documents will be issued on Monday 8th February 2010 and tender submissions are to be received by Rother District Council by 10am on Thursday 4th March 2010.
