Others will comment who are probably better with hardlandscaping than me, but I would say rebuild the wall with good bricks and proper drainage (I wouldnt think 10mm holes are anywhere near enough).
You'd just have to take up the first row of slabs, keep them and relay - anything less (I would say) would be a bodge
I would just bite the bullet and demolish and rebuild it properly im afraid, its probably just a single skin non frost brick and been built with no water protection on the rear and no weep holes.
If you render or clad it you will likely have future problems due to the water pressure/ingress, if you demolish and rebuild it properly it won't cost you much more and then its future proof
Depending on your plans & budget you could also just build a new wall in front, extend the patio and just leave this structure in and buried
