Definitely before scarifying as iron significantly reduces the water content of any moss present.
if you put iron down after scarifying then youre just going to end up needing to scarify again afterwards. you have lots of time to put something down now and come back to 'clear up' in 2-3 weeks. i quit working for a customer who pushed me to do things their way and this is one of many pointless jobs that he had me carrying out for him. albeit a bit of a waste of time, and even getting paid ok for it, it can be seriously soul destroying spending hours on something that will need doing again. definitely more thorough to do it twice..but not really worth the extra work and ultimately somewhat pointless : /
To help highlight moss problems to clients I apply a low amount of iron at the back end of the year, leave them with a quote to do the scarification if they so desire.
If client requests I proceed with scarification I return approximately two weeks prior to work and re apply at correct rate as to dry up the moss ready for scarification.

With the bowling greens apply iron leave for 10 days then scarify -hollow tine -topdress etc , the only time after that i would apply iron would be later on to harden up the grass for winter , if it was a Autumn programme
