Hi, with all these engines the amount of fuel used is tiny until you engage and work the blades so I would check fuel flow and as a first stage look at changing fuel filter and spark plugs. Failing that you may need to look inside the carb.
Not familiar with this engine (Kawasaki?) but sounds like the governor (no, not you!!) might not be working properly. There will be an arm or rod that goes from the engine to the carb......check that it moves freely in both directions.... rev it up quickly and see if it moves..... the linkages may have partially seized, freeing off every now and then. If its not moving, spray some WD40 over any linkages and do the test again.
