Essentially that is the optimum result to start with a blank canvas.
Certainly get rid of deep rooted weeds first with a glyphosate based spray so you get translocation to the roots and its safe to start working the soil soon after (7-14 days) - but think about ground compaction - no good creating a nice tilth 2-3" deep on top of a tracked trench - the subsoil must be able to drain freely.
Consider the soil - is it good enough, do you need to bring in more to make up to level? High phosphate fertiliser to be worked onto the soil with the seed?
Local weather (micro climate)and time of year are critical unless you have a signed customer contract saying they are responsible for regular watering (as discussed on a recent thread..)
Match the grass seed to the type of soil and conditions -- shady, clay soil, low maintenance? There is lots to think about for a 'simple' job
