If it's a liquid feed do it before, chances are it's a granular feed so do it after.
I would definitely recommend doing the feed after the topdress as you likely to move it around when you spread the dressing in.

if you solid tine its one ton less or if you hollow tine one ton more to fill the holes , Topdress first and feed after , also depends want results you are looking for to level the lawn or just fill in the core holes ?
I'm not hollow tining. Just going to spike it and then top dress. I was working on about 2kg per m2
