Is it transported flat? It might be flooding if it's tipped up.
Is there a fuel tap you can turn off when transporting?
Had this problem with our elderly Briggs engined Pro 46. It seemed that as the mower was being loaded on the van and then driven down the road the vibrations caused the float in the carburettor to bounce and allow extra fuel into the engine causing it to flood.
In the end so long as we remembered to turn the fuel tap off between jobs the problem disappeared .
Never had this problem with our two Honda powered Pro 46's though

Definitely the fuel soaking the air filter - unscrew it wipe it and the housing dry and it should start up.

Do you tip them one way to load in the van, or something? Anything that's going to send fuel draining towards the carb, rather than away
If you forget to turn the tap off between jobs (which i do) turn the tap off when you get to next job start the mower and then turn the tap on once it starts it still takes a few pulls but definitely helps!And they call them Ready Start!
Never tip any of my mowers or had to turn tap off for transportation before but if it's a quirk of this machine i will do that from now on!
I occasionally have this problem with a Honda GCV 190 when I cut the grass at a job which requires me to go up quite a steep hill which is because I forget to turn the tap off, first mower that has a fuel tap so I'm still getting used to doing it.
If this mower has a Briggs ready start then there is a known issue with the automatic choke linkage. The principle is an automatic choke that switches on when engine is cold but sometimes it overchokes when warm and hence will prevent it starting. Needs a trip to a Briggs dealer to sort
