is it on any tapered / slotted type bits or a washer to fit similar??
is there a new blade shear washer on the new blade ( part number 23002) on an old blade this could look like its part of the blade as over time it rust's together,
with out this shear washer the blade will spin freely as the centre bolt should only tighten just upto the blade and is not there to hold it steady but just to hold it up into the mower and this washer is what stops the blade from spinning freely,at the same time being desighned to shear of it's lug's when contacting a large or solid object.
Existing shear washer is seperate and complete, no rust to cause problems, so all came apart easily. Its as if the new blade is ever so slightly thinner, so the bolt is obviously tightening against the shear washer as you say, but not quite gripping the blade enough.
Is there a recommended torque for the blade bolt?

I had a similar problem with my pro46. I couldnt tighten up the blade tight enough with a normal ratchet as the blade kept spinning loose when in use. I had to use my large ratchet which i use for car wheels. This gave me the leverage to really tighten it up. was a bit unsure at first as i didnt want to damage the mower but it seems to have done the trick!

Are these pukka Etesia pz46 blades or 3rd party ones (ie oregon ?). They are ever so slightly different....

I have an extendable wheel nut wrench that will pretty much undo or do up anything, trouble is the engine will start to turn before the blade is gripped sufficiently, with the old blade it tightens so as you can then hold the blade steady to nip up the bolt a bit more!
Whats the best way to stop the engine turning? ive tried wedging some wood in there, or gripping the hub with large water pump pliers but no joy!
