My customer had a tank installed many years ago by (british gas),
but there is a pipe a meter out from the tank that t-s of and goes under the lawn.
its filled by flo-gas..
this pipe is totally exposed to any hazard and has been (we think) mowed over,
i saw it was cut 'short' by her at one time as she does the bottom half of the lawn (her mowers also had the air filter knocked / pipe is off & missing) & ive 'noticed the gas pipe' so stayed clear as much as possible.
By the by we may never know how it occurred but i noticed it was leaking when i moved her bins 2 weeks ago after strimming for the first & only time this year. new customer this spring- , i saw damage to the brass nut/connector. so told her and it was fixed by the supplier that night.- unfortunately a week before she had it filled by flo-gas (who never noticed/ or heard this gas leak)!
They are passing the buck so she say's, but who is responsible for its upkeep/safety/legal/service?.......
I would have thought there would be some 'stipulation' by an authority so that anything like this could not be damaged. especially by 2014.

I would've thought as the tank and pipework is on the owners property and was installed so long ago, all responsibility would rest with the owner? no doubt the flo gas people will have all this in their invoice that is supplied with every delivery? You would imagine that all exposed gas pipework should legally need to be certificated every couple of years anyway but who knows?
