I've seen similar approaches to landscaping on 'new developments' where they try to save money...
I had to take it - otherwise no one would believe me!
I won't name them but I am sure that their work will speak volumes.
I don't think the tarmac roller is such an issue provided it is used slowly and on low revs and without the vibrator on: it is otherwise no different to any other roller. Saying that, I'm not an advocate of rolling new turf in. I've done it but I prefer tamping with scaffold boards.
I worked on a golf course when I left school and one of the 'old ones' (he used to tend to the horses who pulled the gang mowers when he started there as a boy) has an implement which was referred to as the 'thumper' - a 18" square oak board attached to a scaffold pole handle - the turf was laid and then thumped to an inch of its life; mainly on tee banks and green surrounds where a roller couldn't get.
It seems harsh but perversely it never appeared to cause the grass or the rootzone any particular problems.
