I've got some steps that are total length 5m so 2.5m (or just under) as steps. Far more balanced than a tripod (as long as its level). Fold out and can lock on each step of the ladder height wise.
Very heavy though, no branding on it I bought it off of ebay for £60.
Get a tripod they are brilliant. Coates engineering in bangor stock them.
Tripod for me, we love ours as does everyone else I speak to who has them. Can't agree with Seth that steps are better balanced.

An 8 foot tripod would get me up to a cutting height of around 10 foot, I think much more than that and then I will have to be looking an extenders for the long reach as chances are the hedges will be deep, is that the right presumption?
Yes and no. I have a few 18ft hedges which i can do with my 14ft ladder and a standard combi with longreach attachment cuts them. Then as you know i am an ectomorph so have a natural advantage.
For the ladder I would push it out to 10ft or 12 if you can fit it on a roof, they are a bit bulky. I have picked up quite a few hedges that others can't cut properly/ safely because they don't have an appropriate ladder. Its also brilliant for pruning small fruit trees etc.
I have yet to come across terrain where my normal back leg adjustable ladder won't be suitable, i think the 3 adjustable leg ones are unecessary.
Oh and i bought mine online from england as no-one here did them 4 years ago. So it was 50 quid delivery :(
Cheers Harry, someone else recommended a combi extension to me, but that is the first time I have seen it with curved feet. Apparently the H&S brigade don't like the tripods as there are only 3 feet.
