mulching kit i presume ?
If I have understood you correctly, its a safety gaurd and stops any 'bypass' (when the blade is pushing grass into the chute) from exiting under the deck to your feet ..if that makes sense.

We run these in 4 wheel and roller versions and find them very good. We are just waiting for one of their 19" roller machines with a kwacker engine to tyr to replace the old hayter 48's we have (ab)used. We are slowly replacing all our Hayters.

Martin, this is what I mean (the photos above were to clarify other comments made) :
If so, this is the Safety Flap. On newer models this is full width (certainly on 4 wheelers). Clever modification using a cut off from a strong rubber car mat, gives a 'good' stripe effect
That looks like a flap to even-up the mild stripe that the 4 wheeler gives you. Looking from the back of the mower, you'll get a light stripe on the left hand side of the machine as the blade spins away from you, but on the right hand side the blade tip is returning, and pushing the grass upright. The flap will fold it over slightly to make it appear similar to the other side.
