Is it a "Dragon Tree"?
If so, I used to work at a garden centre that had one. It was on sale for £2,000 (about 8' high) and I watched as the British weather slowly made the branches drop off!
Yup, it's a Dragon, or Dragons Blood Tree, (Dracena Cinnebaris) from Socotra island (Sanskrit for "The Island Of Bliss) off the coast of Somalia. Sod the pirates, I want to go there. My idea of bliss.
Given its native climate, I'm not surprised the branches dropped off!
