How to deal with theft of plants?

I maintain a new block of flats but its on a rat run to a run down estate.

The problem is the rate at which the newly planted shrubs are being taken is alarming and its begining to make the front of the poperty look dire.

The housing association which deals with the place wont plant any spiky shrubs due to the fear of being sued. Also they wont pay for v large shrubs for fear of those being taken.

They r not being stolen to order i think as the good and the bad are being taken.

Any help would be great ta
