Reading Gary's link, it s ok to cut "domestic" hedges providing you first check that there are no birds nesting in them. I prefer to keep hedges, particularly privet, regularly trimmed throughout the growing season and its very rare for me to find a nest.
In reality the EA are on the whole quite reasonable on this - Domestic hedges are fine on the whole, obviously if their is an OBVIOUS nest in, its illigal but otherwise common sense and normal due diligence will suffice.
