It should not need priming once the engine has warmed up. If you do, you stand a good chance of flooding the engine and making it hard to (re)start.
If you want the engine to run while emptying grass bag etc, you need to have a BBC (Blade Brake Clutch) version of it.
These are more expensive and not an easy retrofit. The issue is a H&S requirment to stop the blades spinning while you are not in control of said machine.
p.s a work around to hard to start machines is a can of 'Easy Start', however that is a band-aid solution to an underlying problem but is a get-out-jail card ;)
As an aside, can anyone recommend a lighter petrol mower for lifting in and out of the rear of the car? I'm going to do my back in with this thing? Budget around £300.

I've seen the OPC completely removed and the electrical wire that is attached to it is then run up to a simple on/off switch on the handlebars which gets round the problem. To be honest, if you're just cutting flattish lawns, I can't really see the harm in it as the mower isn't going to run away from you + if you stick your fingers in the chute to clear it, you deserve to get your fingers chopped off for such stupidity!! Obviously, to remove a safety feature would not be recommended and I'm certainly not advising it! If you have employees, there could be dire consequences should a resulting accident occur.

Any modification of Safety controls under PUW\ER Act 1998 leave you wide open. No insurance would cover you if an incident happened, let alone a member of the public was injured.
Lift up bag out of chute, stone kicked up (as maybe mower moved slightly or whatever) smacks you in the eye and you loose the eye. As Gary says you would be eaten alive if anything went wrong. If you wato avoid restarting the engine that much (is it really that hard to start them? once its warm its not like its more than 1 pull) you should get a mower with a bbc
