Quick disclaimer, this is the smaller fj151v engine, and I didn't do it myself, I got a lister wilder engineer to do it while he was on site doing a customers ride on. You loosen those two bolts and slide that whole linkage plate forward. You then need to adjust the throttle/choke cable to set the rpm so you need a taco. This engine was 3600rpm.
I hadn't realised I needed to adjust the choke, and when I tried it myself and slid the plate forward it coughed and spluttered quite a bit.

I adjusted that plate and I have to say it improved the Etesia's performance. I haven't done the choke/throttle though and I have to say it still isn't 100%. With thick longish grass it didn't give a good cut and still struggled a bit,
