Presumably it will also criminalise the introduction of new species by seed, and the seed distributions of specialist horticultural societies, like the AGS and SRGS, many of which are preserving rare species in cultivation by allowing members to exchange seeds?
Am I right in thinking there's also an organisation out there looking to ban potentially invasive taxa like Buddleja, Berberis etc?
We discussed this recently at my allotment site - careful reading of it shows it would not include seeds where the exchange was purely for pleasure - so swapping seeds where the end plant was never sold should still be ok.
What would be more concerning is the fact it shuts out all smaller seed producers and hands "ownership" of plant varieties to companies.
Will end up suing / fining everyone like Monsanto in America, even if they end up with seeds accidentally through the wind / pollination. There is a small part about it in the documentary Food inc and a documentary dedicated to the issue called the world according to Monsanto. Disgusting what they get away with.
