Controlling Couch Grass

My client has couch grass/twitch growing in from next door which is severely overgrown. Constant weeding is just about keeping it under control but is difficult when it's coming up amongst the flower beds to dig it out. Any suggestions on controlling it? Would anyone lean over the fence and spray onto the neighbours side as I have thought about a few times?
