In my limited experience, what they want is reliability and lack of hassle...so you need to clearly identify what the total need is...not just what they specify, so include waste removal, weed control in areas they might not have specified,etc, etc and really think it through from a landscapers point of view. I have just had one contract renewed, at an even higher price, because last year, for the first time in years, the managing agents got no complaints from their (business) tenants, and even got some compliments. Before that they had had any number of landscapers not doing the job properly.
I had declined to tender before because of the distance and when they finally persuaded me to, I told them that my price was not going to be competitive, but they knew from other sites that the job would be done properly.
So, by all means price the job low, but make sure it is high enough to do the job properly. Within reason price should not be the main factor they take into account.
