I've never found buying in databases to be any use to a local company wanting good leads in a specific field. They are fine if you want 100,000 random names, and hope to get a few good leads, but even then I'm dubious about how good they are.
When I was doing small commercial sites and residential (say one block), I just doorstepped the ones that were in the right area, the right size, and particularly those that needed attention. I always found that someone knew who the management company was, usually the receptionist or the security/gate staff. With residential, it's arguably more important to be in with the resident's association than the agents: they hold the day-to-day say in who they want to be maintaining the grounds.
Im currently tendering for a residential block - got the oppertunity as I was reffered to the res assoc from an existing customer - If any others are the same as this - they want to appoint on a 3 year contract, fixed prices, with a detail spec sheet for the work to be done - so I would echo above -
