decorative gravel?
you dig out to a similar depth as block paving, put down a sub base, compact it, and about 50mm of decorative gravel over the top. something that has sharp edges is better as it binds together, rather than shingle which tends to move around, or gets the ruts in it from a car driving over and back in the same place. ALso (afaik) complies with SUDS

Agree that gravel is cheaper - you can use a stabilising mesh underneath to keep it in place though that increases the price somewhat (e.g. Nidagravel). Otherwise a self binding option like Breedon gravel is worth considering too.

I have laid breedon gravel before but wouldn't say its suitable for a driveway.. saying that did use it many years ago so it may be a lot more substantial now
afaik gravel isnt suds complient with type 1 subbase due to the fines in the type 1 creating a void free finish youd need to use mot type 3 but imho not suitable for just gravel on top due to no fines to stabilise the subbase
