Tiny hole in my mowers fuel cap?

Just recently bought a mount field empress 16 and when i started it up fuel was splurting out of this tiny hole on top of the fuel cap? Is this meant to be there as an air vent? Or have I bought a dodgy mower!? Any info would be great!Cheers
