Alternative to Vande Moortel clay pavers?

Fence trouble

I have a client that has a garden on a slope, and at the top of the slope is the rear fence. I've been asked to take up turf and make some borders. Upon taking up the turf, I've seen there is a big drop into the garden behind. About half a foot drop.
