I'd probably go for a total weedkill (get out the roundup) then rotorvating to get the soil worked through nicely. Add a layer of topsoil before the turf and away you go.
you should first get out any such plants with anything of a root on it,otherwise they may return.then a good dose of roundup and leave for several weeks to die off.
strim and rake off dead foliage,rotovate to a nice tilth,level,tread (look like a penguin,heels down)to compact surface,add good topsoil if needed with a bit of fertilizer raked in for the roots of the turf,i use an autumn/winter for this,less nitrogen .then add turf and WATER (evenings)

Seems to me the customer wants to have BBQ before he's lit the coal's!!, you're the pro, not him, ortherwise he'd be doing it himself. these jobs need to be done nicely. Clear the lot - rotorvate - nice bit of top soil and fertiliser mix for good measure - level - Turf - Happy Customer!! - Quote from Customer - "I was thinking Darren seeing a my lawn looks so nice will you Landscape the stately home in the country "!!
