Waste disposal rules

Hi guys,

Now arranging to get my waste disposal licenses for garden maintenance work I am starting self employed and was wondering if anyone could clear up how it all works for me.

I thought I needed to have a green waste license which I could purchase for a 3 year period, but after a bit of research I have found that A gardener who transports only green garden waste can apply for a free waste carriers license (lower Tier waste carriers license & applicable to my business situation). Anyone who transports mixed waste (building rubble etc) will have to pay for an Upper Tier waste carriers license.

I know this means I wont be able to dispose of green waste for free as recycling centers will still charge £ per truck load of disposal.

But what is the general paperwork I need in place to begin with?

Also what are rules to do with composting / burning / chipping of small scale business waste on your own property? I ask this as whilst I am starting up with few domestic clients I wont have large scale amounts of waste, I have not yet researched this.

    Some waste transfer stations require you to have your own WTN paperwork i.e a waste transfer note.

    e.g you generate and take waste away from customer, therefore you are moving the waste, we get our customers to sign a WTN

    you take the waste to a disposal site, they give you a WTN and then an invoice

    Note there is a map, bottom right of this page about waste stations.

    As for handling, storing the waste yourself?
    Depends on where you live, if you own the land, local byelaws, etc?

    It arrives in the post a few days later but you can print a copy off as well.

    As far as I'm aware its not legal to move stuff off of site for the intention of burning however I don't know about chipping/composting.

  • With regard to the carrier's licence, I applied online and got a registration number with the DoE, nothing in the post.

    With regards to burning, you can only do that on the site where the waste was generated. You get a D7 exemption, also from the gov.uk site, DoE bit, then ask for a reference number for each address you wish to burn at. The web site is a bit confusing on this. I rang the DoE and got the info from one of their people this morning so I can burn some waste containing hogweed in the next week or two. Found it takes 5 working days from when you register the address to getting the OK. Your D7 exemption is quick, though, and it is all free of charge.

    Chipping and composting on client site is also OK. The regs are, again, a bit confusing so will be reading through those parts again later. I know that if you offer green waste to another party for disposal you have to ensure they are properly licensed. Or should that be registered? It's that bit I'm looking into. What licence/registration and how can I check?

    Hi Aaron,

    Take a look thru LJN past posts using the in-site Google search box (top right). It is a subject that has had many airings over the past few years. You'll find a lot of useful information, guidance and procedures that many of us follow.

    The issue of EA licensing has and is changing, but if any doubt about what you may end up transporting, then select the upper tier license (which if my memory is correct is ~ £150 for 3 years.)

    We generate a considerable amount of green waste ( and remove fly-tipped waste ) and it takes effort to make it pay or at least be revenue neutral.

    Use the Waste Transfer Station map in the right hand LJN side bar to locate or notify LJN of your local waste facilities.
