Job 4 contact environmental agency to get a waste carriers licence. gave them a call

Agricultural waste registration: 0845 603 3113 (Mon-Fri, 8am - 6pm)

Informed that for the carriage of green waste the rules have change & no longer do you need to register or indeed are able to register till after Dec2013

Go to web site http://www.environment-agency.gov.uk/business/sectors/wastecarriers.aspx

2nd section do I need to register. (click the who needs to register) scroll to page 4

This is for the carriage off green waste only, flags, bricks etc removed you will still require a licence.

Without the licence you will still require one of these duty of care forms filling in each time prior to removing the waste.http://publications.environment-agency.gov.uk/PDF/GEHO0309BPOK-E-E.pdf

This is information I have received this morning from the environment agency before acting on it please make your own judgment after checking the information on the web site or by ringing the phone number 0845 603 3113 (Mon-Fri, 8am - 6pm)

Not spoken to the Environment Agency on this, however the site I take my green waste to requires that you have a licence before you can tip at their site - as they class it as 'disposal of business waste'.

Indeed they were randomly checking vehicles at the gate the other week and turned away some that did not have licences - just another point to bear in mind.

I went for a licence when I started as the Environment Agency and VOSA often work together on road blocks and random good vehicle inspections round here as there are so many incidences of illegal scrap metal carriers in the area at the moment - one day they impounded 16 vehicles in three hours for no waste carriers licence, defective vehicles or incorrect paperwork.

In my mind £115 for three years was worth it for piece of mind - also I seem to gain customers through having mention of it on my advertising!

  • I spoke to my local green waste station he was not aware of the change however told me he would be talking with the Environment Agency to check all was OK

Scrap metal, builders waste etc does require a licence, I am re faring to green waste only.

The only sticky point I can see for most people on here is I bet there vans are insured for carriage of own goods only when the waste in transport is the clients that you are removing & disposing of on there behalf.

  • I don't understand, I purchased the £154 waste carriage licence last year, it is valid for 3 years, do i have to do anything else now regarding this change? I only carry green waste.

However - the website link reads:

'You must identify whether the waste is being carried ‘in the course of any business’ or with ‘a view to a profit’. This includes businesses that are not waste contractors or skip operators but which transport waste. Your decision:

We do not require the carrier to register:  if they are not carrying waste as part of their business or for profit  they are a householder carrying their own waste'

Therefore - because I charge to take away green waste I carry both as part of my business AND for profit (wouldn't do it otherwise) - am I corrrect in assuming in this circumstance a licence IS required? My local privately run green waste site said I required one as I remove waste for profit and transport it to them for disposal. They wouldn't accept the first load without proof I had a licence.

Like Paul at PPCH I also carry 'non green' waste sometimes, including bricks, rubble, old wood, broken up old sheds and scrap metal especially off big garden clearance jobs so if nothing else my licence covers me to do this.

  • I told the EA I was removing for profit, told me all OK still not required as the rules have now changed till after Dec 2013
I understand people on here have bought a licence & due to carrying waste that does not fall into the free category & therefore do require the licence, some might have bought a licence and now be peed off because the rules have changed however I feel sure there will also be a lot of legitimate businesses including the man who as just started out & is using his Mondao because he does not have funds to buy a nice new van yet who will be glad off this post because it now allows them to legitimacy remove green waste
Here in the North West we have council wheely bins for green waste so removal from my jobs has not been required till lately due to larger jobs creating more waste.
If this assists one reader I am glad I posted

Just been taking pictures off my camera and found this one of me mixin with the knobs - and Enville brewery are not happy with him. Those two £20 car boot :-) roof bars were wrenched off yesterday by a top heavy wagon over spilling with conifer *** ok, by me trying to squeeze through the gap.
And there's (my excuse for a pic) my waste carriers licence - we've carried nothing but green and haven't been to the tip for two years.
